  1. On a high-traffic weekday, an unexpected ATC staffing shortage at a major enroute center (e.g., ZNY or ZTL) triggers flow restrictions across a large section of the airline’s network. The FAA issues multiple GDPs and miles-in-trail restrictions, forcing the OCC to slow eastbound operations and make real-time adjustments to crew and tail flows.
